CAMPUS CRIME STOPPERS
PROGRAM DESCRIPTION
Background
Started in 1999, originally the Campus Crime Stoppers program was set up with the idea that each school would create its own program which would then be operated as an independent 501(c)(3) non-profit. This did not happen. Additionally, certain flaws were uncovered: no 24-hour coverage, an inability of some schools to raise enough funds to pay rewards, and legal liabilities to the teachers and students because the Tips process did not guarantee anonymity.
Today the Campus Crime Stoppers information pipeline runs through the School District Police/Security Departments. If a Tip comes in about a pending crime at a school (gun on campus, for example) the Crime Stoppers office will immediately contact a designated Point-of-Contact in the School District Police/Security Department, who in turn contacts the designated officer or security personnel at the school. Therefore the tips are now being handled by the people who actually investigate and prevent crime.
Advantages of the new system
Formerly, students would most often give Tips directly to a teacher. If so, that student is not anonymous and cannot be protected from disclosure to the subject of the Tip.
Under the new system, Tips can be submitted 24/7 via the Crime Stoppers Tips Hotline 566-TIPS (8477) or on-line using the ANONYMOUS TIPS web page. Now the student is completely anonymous and protected. His or her identity cannot be disclosed, even in response to a Court subpoena, because information in the Crime Stoppers system is protected by law.
This is NOT true of information in the School District system because that information is NOT protected by law. Additionally, Crime Stoppers of El Paso, Inc. will now pay all Campus rewards; so individual Campus programs do not need to raise those funds. Finally, now Campus Crime Stoppers is truly a city-wide program. Even if a school has no on-campus Crime Stoppers club, students can still call in a Tip anonymously and can still earn a cash reward for their information. This is a win-win situation for everybody.

HOW THIS PROGRAM WORKS,
IN A NUT SHELL...
- A crime is committed
- Someone (a student) knows about the crime
- They call Crime Stoppers @ 566-TIPS(8477) – anytime, 24/7
- An operator takes down the information, gives a personal code #, and tells the caller to call the Crime Stoppers office (564-7086) at a later time
- The operator sends the Crime Stoppers office the information
- The Crime Stoppers office reviews the information and sends it to Law Enforcement Officers or to the School District Police to be handled
- Subject is arrested or administrative action is taken
- Officer or Administration lets the Crime Stoppers office know of the results
- The Crime Stoppers office records information and response
- At the next Student Board Meeting, the sponsor gives a very brief synopsis of what happened and asks for board approval to pay the informant
- Using the reward schedule, a payment is approved.
- The Sponsor sends a form signed by the board to the Crime Stoppers office and reward money is sent to Chase Bank branch for delivery to tipster in cash
- The student at some point has returned the call and has found out that the information was good and that he/she can pick up their money at the bank
- Student receives money
- Stats are listed
- ANOTHER CASE SOLVED!!!
